Bicameral Vs Unicameral

The LAW is the WILL of the people, the people cannot at the same time have two different WILLS on the same subject.
Therefore the legislative body which represent the people ought to be essentially one, where  there are two chambers discord and division will be inevitable and the WILL of the people will be paralyzed by inaction.
Therefore its concludes: "if a second chamber dissents from the first, it is mischievous and if its agree with it, its superfluous"
